One definition of insanity is to perform the same actions again and again and expect a different result. That definition makes the UN an insane organization because it’s been doing the same thing or 75 years. The Arabs have been ignoring the part of the many resolutions that call for negotiations with Israel after a ceasefire during that time. No decent lawmaker makes a law without providing for some means of enforcing it. Not the UN. The Arabs signed truce agreements in 1949 and never moved on to make peace. In 1956 the same thing happened. A UN peace keeping force was positioned between Egypt and Israel, but when Egypt told them to leave; they quietly tucked their tail between their legs and departed. The Indian general in command of that force, General Rikhye, had a lot of experience in peace-keeping operations. He wrote a book (The Sinai Blunder) exposing the stupidity of that decision which led inexorably to the 1967 six day war.
The UNIFIL forces in Lebanon were intended to supervise the withdrawal of Hezbollah from Israeli border areas in accordance with UNSC resolution 1701 in 2006. They are still in place, and so is Hezbollah. It’s worth noting that Israel did carry out its’ part in each of these resolutions. The Arab side did not. And there were no consequences.
UNRWA, Created in 1949, was originally intended as a stop gap solution for Palestinian refugees until a final peace was agreed to. It is still active. It has evolved into a de facto arm of the Hamas terrorist organization in Gaza. Donor nations, primarily the USA, have poured vast sums into supporting it. Today, under the guise of humanitarian aid, it has become one of the major sources of funds for promoting terrorism. Israel closed down the original UNRWA within its’ borders in 1952. Recently, due to UNRWA support for Hamas, Israel has ordered UNRWA to cease all operations in Israeli controlled territory and refuses to cooperate with it. I believe that all other countries in the UN should do the same.
