The UN Human Rights Council tried to send an envoy to Israel. Israel refused to allow him to enter. UNHCR is one of the most biased branches of the entire UN organization, right up there with UNRWA, Look at the membership list. There are 47 countries, and it includes some with the worst human rights records on the planet: Algeria, Benin, Burundi, Cameroon, Ivory Coast, Eritrea, Gambia, Ghana, Malawi, Morocco, Somalia, South Africa, Sudan, Bangladesh, China, India, Indonesia, Japan, Kazakhstan, Kuwait, Kyrgyzstan, Malaysia, Maldives, Qatar, United Arab Emirates,Viet Nam, Albania, Bulgaria, Georgia, Lithuania, Montenegro, Romania,  Argentina, Brazil, Chile, Costa Rica, Cuba, Dominican Republic, Honduras, Paraguay, Belgium, Finland, France,  Germany, Luxembourg, Netherlands, and the USA.

 There is a special rapporteur assigned by the council. his mandate is to “investigate human rights violations by Israel, not by Palestinians”.

Because of this, particular criticism has been directed on its focus on the Israeli-Palestinian conflict at each session as Agenda Item 7 (out of 10), the Council voting annually to review the “Human rights situation in Palestine and other occupied Arab territories”

  • Human rights violations and implications of the Israeli occupation of Palestine and other occupied Arab territories
  • Right to self-determination of the Palestinian people

It’s the only agenda item directed against a specific member,

The British Foreign Secretary said on 18 June 2018: “We share the view that a dedicated agenda item focused solely on Israel and the occupied Palestinian territories is disproportionate and damaging to the cause of peace.”

The US cut off ties to the UNHCR for a few year because of the bias issue. US Ambassador to the United Nations Kelly Craft called it “a haven for despots and dictators, hostile to Israel, and ineffectual on true human rights crises”.

On 8 February 2021, following the election of Joe Biden, Secretary of State Antony Blinken announced that the Biden Administration would reengage with the UN Human Rights Council.
