The ICJ issued an interim report that ordered Israel to take more care to avoid harming civilians in Gaza. They did NOT order Israel to put a halt to the IDF campaign on the ground. Israel will have to supply the court with reports of measures taken to avoid civilian casualties. That will probably be easy because the IDF already takes such measures at a level far beyond what other countries do.
The ICJ actions were upstaged by the Israeli report, submitted to the UN, asserting that UNRWA employees were actively aiding Hamas and some had participated in the October 7th massacre. The involvement of UNRWA in support of Palestinian terror is actually nothing new. The direct participation of some of their employees in the massacre is. Around 3000 UNRWA teachers follow pro Hamas social media groups, some of which openly advocate killing Jews. UNRWA schools have long been centers for teaching children hate. The newest discoveries include storage of munitions in UNRWA schools inside bags labeled UNRWA. One released hostage even reported being held in the home of an UNRWA teacher. There is also a report that an UNRWA owned vehicle was used to carry the terrorist invaders on October 7th. All this has resulted in suspension of a dozen UNRWA employees and launching of a UN investigation. Meanwhile, several nations have stopped funding UNRWA; among them are: Italy, Finland, Australia, Canada, Netherlands, UK and USA.
The US suspended funding for UNRWA during the Trump Administration. Biden renewed it. I hope this time it will be permanent. I’ve advocated doing away with UNRWA completely for several years. You can see this in my older blog posts. (since 2018),
